The Estonian Film Institute (EFI) was founded in 2013 as a national foundation and is merely financed by the Ministry of Culture. It takes care of all issues around the Estonian film sector.

EFI is also responsible for the incentive support scheme Film Estonia, through which film and TV production companies can receive a cash rebate of up to 30% on eligible local production costs. The rebate is available for the production of feature films, feature documentaries, animation films, animation series, high-end TV-drama and the post-production of all aforementioned works. Application shall be made by an Estonian registered company and the recipient may be a foreign company. The total yearly budget for the film industry is currently appr. €20 million.
